PROFESSIONAL LICENSE FOR PUBLIC ACCOUNTANT FIRST TIME:

Dear User, before you start your request for register and professional license for Public Accountant issue through the online form, we suggest you to follow these steps:

Remember you must check the following documentation to fulfill the requirements, characteristics and formats requested on Resolution 973 of 2015:

1. One photograph from the applicant 3x4 cm size, front shot and with white background, JPG format, 342x387 pixels and 300 dpi resolution. NOT SCANNED, (we suggest you to go to a photograph specialized center).

2. Applicant's ID card or alien ID card, enlarged to 150%; both sides of the document must be in the same file. (In case of being foreigner, you must additionally add a visa that authorizes the applicant to work on national territory, accompanied by the Migratory Movement Certificate, issued by the competent authority).

3. Bank deposit to savings account Banco Av Villas No. 066038134, for COP$267.000. The slip must have the applicant's name and on the Ref. 1 field you must write his/her ID card number.

4. Degree certificate or validation resolution for titles obtained overseas.

5. Certificate of accounting assistance experience in the foreseen terms in articles 29, 30 and 31 from Resolution 973 of 2015.

 6. Minimum two (2) support documents that certify at least two (2) of the activities related in the accounting assistance experience certification provided. (We invite you to look up the Memo 001 of 2016).

 

REMEMBER

If the dispatching supports correspond to accountancy slips, these must fulfill the characteristics from article 123 and following of Decree 2649 of 1993.

The confidential nature of the support documents will not be opposable to the SAU Central Board of Accountants (Memo 002 of 2016).

If the dispatching supports correspond to documents from a person or company different from the certifier as Public Accountant or Accounting Services Provider Entity, the relationship between this and the company that issued the supports will have to be proven.

7. Subscribed contract with the artificial or natural person that issues the certificate. In such cases where the correlation is verbal, it will have to be mentioned in the experience certificate's body.

Below you will find the requirements for register in the Public Accountant professional record for the first time, check all the entered information is true and correct:

Once this form is filled, you will have to add in a separate file, the following documentation, in color, legible and no larger than 1 Mega Bytes.

1. Document in JPG format corresponding to a 3x4 cms photograph, 342x387 pixels, 300 dpi resolution, white background, front shoot.
2. Document in JPG format enlarged to 150% of the applicant's ID card or alien ID card.
3. In case the applicant is foreign, they must add a document in PDF format, one single file, of the visa that authorizes the applicant to work on national territory, accompanied by the Migratory Movement Certificate, issued by the competent authority.
4. Document in PDF format of the payment slip and/or bank deposit to savings account Banco Av Villas No. 066038134, for COP$267.000. The slip must have the applicant's name and on the Ref. 1 field you must write his/her ID card number.
5. Document in PDF format of the degree certificate issued by a Higher Education Institution, in case the title has been obtained in a foreign Higher Education Institution, you will have to additionally add a document in PDF format issued by the competent authority that certifies the validation and/or corresponding favorable concept.
6. Document in PDF format, one single file, of the accounting assistance experience in the foreseen terms on articles 29, 30 and 31 from Resolution 973 of 2015.
Note: Dear User, remember... If you have had several contracts or jobs with the same company that issues the certificate, in one single file, they will have to be mentioned separately including starting date, ending date and activities carried out in each one of them.
7. When the company that issues the accounting assistance experience certificate is not registered in the Chamber of Commerce, you must add a document in PDF format of the Existence and Legal Representation Certificate and full RUT, issued by the competent authority, with expedition date no longer than 30 days. In case of Public Entities, you must add a document in PDF format of the property act of those who issue the experience certificate.
8. When expecting to give credit to the experience through accounting assistance internship by means of an agreement subscribed among the university that issued the title and public, private or social entities you must additionally add:
a. Document in PDF format of the subscribed agreement among the university and the service receiver company.
b. Document in PDF format, one single file, of the Certification issued by the University where the agreement's existence that supports the internship practice is pointed out, as well as the allotted time and the express manifestation that it was NOT part of the syllabus and it was not an option or requirement to obtain the professional title.
9. Document in PDF format, one single file, corresponding to the supports that certify the activities related on the applicant's Accounting Assistance Experience Certificate.
10. Document in PDF format of the subscribed contract with the artificial or natural person that issues the certificate.
Note: When the applicant is a public worker, he or she will have to add as proof of their correlation, a legible copy of the property act.
In such cases where the correlation is verbal, it will have to be mentioned in the experience certificate's body.

PUBLIC ACCOUNTANT PROFESSIONAL LICENSE (DUPLICATE):

Below you will find the requirements for obtaining the Public Accountant professional license duplicate, check all the entered information is true and correct:

e. Document in PDF format of the court decision issued by the competent authority, if it was the case.
f. Document in PDF format of the degree certificate issued by the education institute corresponding to the entry of the change in marital status (name or sex).

DIGITAL CERTIFICATE ISSUE

NOTE: Once the payment is made directly to the banking entity or via PSE you will have to wait approximately 1 hour and 15 minutes for the Disciplinary Record Certificate issue.

 

Natural Persons:

To make the deposit to Banco Av Villas savings account No. 059015289 in the name of the SAU Central Board of Accountants for $24.000 (twenty-four thousand pesos).
On the Reference 1 field you must write only the ID card number (e.g. 12345678).
You can also make the deposit through Banco Av Villas website www.bancoavvillas.com.co on the "centro de pagos virtuales PILA" link searching for the Central Board of Accountants agreement. It is not necessary to have a Banco Av Villas account in order to make this process.
A different deposit must be made per each ID card number for its corresponding activation and printing, that is, a deposit must be made per Accountant.
Once the deposit is made you must log in to our website www.jcc.gov.co following the next steps to print the Disciplinary Record Certificate:

Artificial Persons:

To make the deposit to Banco Av Villas savings account No. 059015289 in the name of the SAU Central Board of Accountants for $46.000 (forty-six thousand pesos).
On the Reference 1 field you must write only the NIT number with DV from the DIAN (e.g. 12345678-32).
You can also make the deposit through Banco Av Villas website www.bancoavvillas.com.co on the "centro de pagos virtuales PILA" link searching for the Central Board of Accountants agreement. It is not necessary to have a Banco Av Villas account in order to make this process.
A different deposit must be made per each NIT number with DV from the DIAN for its corresponding activation and printing, that is, a deposit must be made per Company.
Once the deposit is made you must log in to our website www.jcc.gov.co following the next steps to print the Disciplinary Record Certificate:

DIGITAL CERTIFICATE:

Dear Accountant: Before requesting the Digital Certificate please update your information within the legal terms required in Resolution 973 of 2015, since the certificate will be issued with the current conditions at the moment of payment.

To issue the Digital Certificate please have in mind the following:

1. On the Reference field enter the deposit number or bar code printed on the slip (Have in mind you must enter all the numbers omitting the dash), then enter the accountant's ID number or the company's Nit without dots, dashes or spaces. For PSE payments enter the accountant's ID card number in both fields.
2. Validate your information and enter who the certificate is aimed at and select if it is from the last 5 years or since its registration.
3. Click on the print certificate button.

PROCEDURES STATUS CHECK:
PROCEDURE STATUSES
REQUEST IN PROCESS: The request is in process of study and documentary verification.
DURATION: 10 working days
NOTES: When a response to a requirement is filed the process DOES NOT change its status, the documentary verification starts over.

 

PL APPROVED IN PRODUCTION PROCESS: The request was approved and it is in printing process of the corresponding document.
DURATION: Up to 1 month.
NOTES: If the request is approved, you can request and download the Validity and Disciplinary Records Certificate from the second working day.

 

PL READY TO BE CLAIMED: The professional license is ready to be claimed.


DURATION: From the moment the request has this status, you have 1 month to claim your professional license, under penalty of ruling the file and following destruction of it according to what is stipulated on articles 11 and 12 from Resolution 973 of 2015.

NOTE: If you are in the city of Bogota or indicated your professional card to be delivered in any of the sectional offices nationwide, you will have to go to the corresponding address you will find in the following link https://www.jcc.gov.co/jcc/organizacion/seccionales, with your original ID card.
The professional license will be delivered personally to the applicant or to whom he/she authorizes, in which case they will have to present an authorization letter from the Public Accountant with original signature and fingerprint and photocopy of the ID card from the person who is going to claim it.
If you are in any of the cities where the SAU Central Board of Accountants does not have a sectional office, you will have to request the shipment through the following link http://www.jcc.gov.co/orientacion-al-ciudadano/solicitud-envio-tarjeta-profesional. Have in mind that in this case the professional license will be delivered to the address given by you and to the legal age person who receives it. (It is not mandatory for them to be Public Accountants).

DENIED REQUEST: The request for register and issue of the professional license was denied or dismissed.

REMEMBER!

You must send all documentation again with the characteristics and formats required in Resolution 973 of 2015, including the corresponding corrections and clarifications that led to the dismissal.

The dismissal is ruled when there was no response to a requirement within the term of 1 month, or when the response obtained is incomplete or does not fulfill the law requirements.

You can provide the initial deposit again; you DO NOT lose the deposited money.

#3 PROCESS STATUS

 

You must remember that...

 

When requesting a professional license you must have in mind the process statuses:

 

A) REQUEST IN PROCESS: The request is in process of study and documentary verification.
DURATION: 1 month
NOTES: When a response to a requirement is filed the process DOES NOT change its status, the documentary verification starts over; therefore the average time is once again of approximately 1 month.

 

B) REQUEST ENDED: The requirement was filed for not giving response to any requirement within the established time frame.

To continue with the process you will have to do established process in article 8 from Resolution 013 of 2014.

 

C) PL APPROVED IN PRODUCTION PROCESS: The request was approved and it is in printing process of the corresponding document.
DURATION: Approximately 1 month, depending on the number of filed applications.
If the request is approved, you can request and download the Validity and Disciplinary Records Certificate from the second working day.

 

D) PL READY TO BE CLAIMED: The professional license is ready to be claimed.
The issued professional license will be delivered personally to the applicant or to whom he/she authorizes, in which case they will have to present an authorization letter with original signature and fingerprint from the interested party adding photocopy of the ID card from the authorized person. Numeral 7 from article 7 of Resolution 013 of 2014.

 

E) DENIED REQUEST: The PL request was denied. You must wait for the corresponding summons of the administrative act notification, where the reasons that led to this decision are listed, once notified and well-informed of the reasons; you will be able to file the law recourse if it is within the term.

In case the administrative act is solid, you will be able to file a new application for the register and issue of the PL with all the legal requirements, adjusting the process cost to the current one.
